Finance, Administration and Human Resource
- Superintend over the formulation, implementation and evaluation of financial management, administration and human resources management systems, policies and procedures to ensure effective and efficient management of the Ministry’s operations
- Oversee the adherence to statutory requirements and the Accounting Officers instructions by the Ministry as stipulated in the Public Finance Management Act in respect of the preparation of monthly, quarterly and annual financial statements for appropriation, statutory and donor fund for the Ministry
- Preside over the preparation of estimates of expenditure for both recurrent and capital requirements including the Public Sector Investment programme for the Ministry.
- Develop strategies for the mobilization and control of financial resources to ensure that sufficient funds are available to meet ongoing operational and Public Sector Investment Programmes (PSIP) requirements.
- Monitor the management of all the financial resources from appropriation, statutory funds, development partners and State Enterprises and Parastatals under the Ministry.
- Coordinate the production of audit statements of Accounts for ministry funds and all State Enterprises and Parastatals under the Ministry to facilitate regular reporting and the preparation of responses to Audit observations raised by the Chief Internal Auditor of the Ministry and the Auditor General’s Office.
- Superintend over the management and maintenance of the Ministry’s movable and immovable assets and provide the annual Assets Certificate for the Ministry.
- Superintend over transport and stores management in the Ministry.
- Coordinate research and innovation on contemporary management trends to learn and adopt best practices in general administration and assets management and control.
- Formulate in liaison with Government Protective Security Intelligence (GPSI) effective security policies on Government buildings
- Oversee the conduct of boards of inquiries to assess monetary value on damages to state property.
- Create and maintain relationships with service providers and contractors.
- Facilitate and coordinate the identification, development, management, nurturing and placement of fit for purpose human resources in all job categories in the Ministry in concurrence with the Accounting Officer and with the approval of the Public Service Commission.
- Provide for the control and management and accounting for the Employment Cost Vote for the Ministry
- Oversee the adherence of the Ministry to existing Public Service Human Resources Policies and Regulations and Procedures.
- Oversee the development, implementation and management of the Human Resources Development Plans for the Ministry.
- Superintend over the management and institutionalization of the Performance Management System in the Ministry.
- Recommend appropriate employees establishments/manning levels for the Ministry to the Accounting Officer for consideration by the Public Service Commission.
- Coordinate research and innovation on contemporary management trends to learn and adopt best practices in financial administration, human resources, general administration and assets management and control.
- Oversee the establishment and maintenance of a database on the Ministry’s finances and human resources and other assets and resources, to facilitate the generation of reports on the same.
Provincial Coordination
- Monitor and evaluate service delivery and operations of all Line Ministries, Departments and Agencies in the Province to ensure that their operations are in line with national development imperatives, the Devolution Agenda and Provincial Development Plans.
- Oversee the development and roll-out of an effective monitoring and evaluation system to track the performance and assess the effectiveness, relevance, impact and sustainability of initiatives planned and targeted at achieving the objectives set out in the growth and transformation plans of the Province.
- Foster and promote the activities of the various Ministries and organs of central government in implementing development plans prepared by the Provincial Development Council.
- Facilitate and coordinate Provincial Development Committee meetings.
- Ensure that the local governance architecture is all inclusive at provincial, district and village level so as to enable the optimal exploitation of factor endowments in pursuit of economic growth, service delivery and sustainable livelihoods for all citizens.
- Develop and manage mechanisms to promote effective stakeholder mapping and build engagement and ongoing momentum in support of inclusive and sustainable economic growth, service delivery and livelihoods in the Province.
- Work closely and in collaboration with the Director, Economic Development so as to create seamless coordination in order to spur economic growth and transformation of the Province and District.
- Provide effective administrative and management support to the Office of the Secretary for Provincial Affairs and Devolution in the discharge of any delegated national duties, state functions and ceremonies in the Province.
Economic Affairs and Investment Functions
- Superintend over the formulation and implementation of Provincial Economic Development Plans, Programmes and Services that promote and facilitate local and foreign investment in close partnership with the Zimbabwe Investment and Development Agency (ZIDA)
- Oversee the identification, design and facilitation of business projects that attract investment by a combination of small, medium and large enterprises for the women, youths and other economic actors within and outside Zimbabwe
- Oversee the establishment of effective economic governance systems in the Province in liaison with relevant Line Ministries/ Departments, Parastatals, State Enterprises and private sector players
- Coordinate the formulation and implementation of marketing, business and investment attraction strategies for the Province
- Superintend over the formulation of strategies to aid Gross Domestic Product (GDP) growth in the Province.
- Facilitate stakeholders’ economic development negotiations for the Province and the provision of advice to the Provincial Development Councils.
- Coordinate the implementation of legislation and regulations relating to economic development in the Province
- Contribute to the mobilisation of resources and the development of budgets and funding strategies for economic development and economic empowerment programmes in the Province.
- Facilitate sufficient technical input into the procurement of equipment, services and materials for economic development and economic empowerment programmes in the Province
- Facilitate the maintenance of an integrated database on economic development and empowerment programmes and projects in the Province
- Facilitating economic surveys and calculation of GDP for the Province
- Monitoring and evaluation of policies, programmes and projects implemented in the Province
- Compiling of monthly reports
- Promote local and foreign investment in the Province
- Undertake provincial economic analysis
Infrastructure Planning and Environmental Management
- Superintend over the implementation of appropriate rural and urban infrastructure development policies and programmes in the Province.
- Recommend appropriate rural and urban infrastructure policies and programmes for the development of rural and urban areas in the Province.
- Superintend over the development of urban sector policy and strategies for urban infrastructure development in consultation and coordination with other relevant Government Ministries, Departments and Agencies at Provincial level.
- Preside over policy dialogue with other stakeholders and development partners on infrastructure development and planning thematic areas, promote efficient use of resources and encourage participatory approaches to development planning, financing and sustainability in the Province
- Superintend over the implementation of policies and strategies related to pollution, waste management and environmental hazards
- Coordinate rural and urban community design policies, plans, design guidelines and written reports related to road improvements, landscape improvements, commercial development, residential development and integrated community design in the Province
- Manage the conduct of research programmes designed to increase efficiency and effectiveness of urban infrastructure, access to urban infrastructure and public transport services for urban areas in the Province in terms of demand, supply and efficiency and recommend appropriate remedial measures
- Superintend over the conduct of socio-economic research and analysis on management of pollution, waste, environmental hazards and environmental protection
- Oversee the establishment of sustainability-built environments while striking a balance between societal needs and the reduction of social, economic and environmental risks and hazards in future
- Monitor and regulate the Local Authorities’ compliance with guidelines set forth by the Environmental Management Agency (EMA)
- Co-ordinate the preparation to completion of feasibility studies across the Province to facilitate appropriate investment attraction (Bankability)
- Capacity building of Local Authorities, Parastatals and Technical line ministries/departments
Internal Audit
- Ensuring efficient and economic use of public resources and assessing the cost-effectiveness of any projects undertaken by the Office of the Minister of State for Provincial Affairs and Devolution.
- Reviewing, evaluating and analyzing common practical auditing issues with a view to soliciting practical solutions for implementation and improvement of the effectiveness of financial and other audits.
- Evaluating and providing reasonable assurance that risk management, control, and governance systems are functioning as intended to enable the Office to meet its goals and objectives.
- Formulating and reviewing strategic audit plans, developing audit policies, practices and general development of audit functions and ensuring that these are consistent with the internal audit charter and goals of the Office.
- Monitoring the effectiveness of audit effort through reviewing of audit papers or direct audit involvement and ensuring that audit work is as per the requirements of Section 80 of the Public Finance Management Act (PFMA) (Chapter 22:19), and conforms with the Institute of Internal Auditors’ (IIA) International Professional Practice Framework (IPPF) Standards.
- Monitoring the financial administration and procedures of the Office of the Minister of State for Provincial Affairs and Devolution to ensure that proper accounting records maintained and internal controls are being observed.
- Ensuring that assets under the control of the Office of the Minister of State for Provincial Affairs and Devolution are accounted for.
- Reviewing and approving final audit work (reports) before issuance and distribution and ascertaining that appropriate action is taken on reported audit findings.
- Performing any other function that may be assigned by the Accounting Officer.
- Providing technical support by writing policies and procedures
Procurement
- Assist in the planning, organising, review and implementation of policies, strategies, guidelines and regulations of the Procurement Department as guided by the Public Procurement and Disposal of Public Assets Act (Chapter 22:23), the Office’s Strategic Plan as well as National Development Goals/aspirations.
- Provide high level technical expertise/guidance in work requirements and methods of procurement to the Permanent Secretary for Provincial Affairs and Devolution.
- Assist in the preparation of bidding documents in compliance with the Public Procurement and Disposal of Public Assets Act.
- Assist in the preparation of bidding notices and shortlists.
- Provide guidance over bidding processes including pre-bid meetings, clarifications and the receipt and opening of bids.
- Provide guidance to the Office’s Evaluation Committee in accordance with the Public Procurement and Disposal of Public Assets Act.
- Provide guidance to the Asset Disposal Committee in accordance with Public Procurement and Disposal of Assets Act.
- Manage the evaluation of bids and any post-qualification negotiations.
- Provide guidance to the evaluation reports including contract award recommendations in accordance with the Public Procurement and Disposal of Public Assets Act.
- Assist in the preparation and management of contract documents.
- Prepare and submit procurement and evaluation reports to the Permanent Secretary for Provincial Affairs and Devolution.
- Create and maintain relationships with service providers, contractors, Private and Public Partners.
- Provide guidance over the interpretation and implementation of policies and procedures in respect to the Department.
- Incorporate Procurement best practices and market research in the tendering process.
